Yes. Irssi with bitlbee can do all this to near perfection.
Here is my story of installation of Bitlbee and irssi. Install irssi first. In ubuntu, its quite easy.
Now, installe bitlbee. Before that you might want to go through how to use irssi and use it for IRC. For an excellent tutorial for the same, go here.

I badly want to write a lot about how i set up the whole thing. But it's time consuming and needs a little bit more resolve. However, i'll try to do that soon.
